AppAdvice can be a website and app that not only mentions apps that are on sale but also provides daily set of apps which are now free. This makes it the perfect place for locating free iPad apps. Another app that lets you track the prices of the app is BargainBin. BargainBin allows you to set the retail price you'd like to spend on an app you're interested in. If the app drops fot it price or below BargainBin will offer you a push notification on the iPad. You can then decide to buy you aren't. I have used this app for a time and found it to be very useful in the event it worked. However, it turned out very slow occasionally and even crashed often. You might have better luck than me.
There are many other apps intended for your iPad that serve a similar purpose as BargainBin, but I have not found one that worked as well (if it works).
