There has got a chance to be some incentive for users to want to pay for a movie. Spending money is always good for the economy even if it means spending money on enjoying a film.

Another factor to consider will be the current state of the economy. People are still hurting financially and may want to get things at no cost or little cost as long as possible. When that carrot goes away then this movie industry must adapt to lure those customers time for seeing movies otherwise the movie piracy problem will just read more creative instead of disappear.
